Never received the two subscriptions that have already been paid for

I ordered two magazine subscriptions with this company on March 10. I paid through paypal and have already paid the bill. I have not recieved magazines and now have no recourse. It looks as if the business is gone. This is terrible wrong. What can be done to protect consumers.
