Buy what looks like a harmless how to CD and after you have given them your credit card number, the fine print joins you in an over $30.00/ month grant search organization and an over $100.00 per month keyword search organization. They give you 3 days to cancel and the $1.97 is NON-REFUNDABLE. This is what they want. You get nothing for the $1.97 and if you do not cancel the others you will not get a refund on them either.
Doing this thousand of time a day yeilds them looooots of money! $2.00 a pop, non-refundable at only 1,000 a day is $2,000.00/day or almost $800,00.00 per year! They get more like 10,000 hits a day until it is found by a big site and stopped. It is then moved to another site and continues. Just 10,000 hits a day is over $8,000, 000.00 per year.
A lot of non-refundable fees for nothing but operating a call senter in the far east. Last I heard they were getting in the number of 100,000 hits from all of the locations that allow it. Without even collection the big charges which you have to cancel in 3 days they could be generating upwards of 800mil a year just for hassling people. If by chance you do get a grant CD from them, it is a copy of a publication available from the Federal Government for free.
WATCHOUT for a small charge info CD on anything. They always have fine print visable after you give them your information and cost $100's a month if you do not cancel it. ALSO, check your credit card statements for the credits and check the next months too, sometimes they delay the charge for a month, so you will not catch it.
