Defective monitor replacement turned to refund, then $400.00 missing from my bank account

I called Samsung (1-800-726-7864) customer support on 11/23/08 to tell them my 20" LCD monitor had gone out. They told me it is still under warranty and said they would replace it. So I agreed to do a mail exchange where they send me a new monitor by mail. Well, along with this they also wanted to place a $400.00 hold on a debit card while they send out the new monitor. I asked the guy I was talking to if they actually take the money or if it is just placed on file. He said no money is taken until after 30 days from the day I receive my new monitor by mail. I figure Samsung is trustworthy enough so I agreed to do it this way (I have done the same thing with Dish Network without a problem).

So I check my bank account on 11/24/08 and there is $400.00 missing. I called them back and explained that I was told there would be nothing taken from the account. I told them to cancel the mail exchange because I could not afford to have $400.00 taken from my bank account. They said they would send an e-mail to their credit service department to get it taken care of. And we changed the shipping option to a UPS store exchange (where they send my new monitor to a UPS Store and when it arrives, I take my defective monitor and basiclly just exchange the old for new) instead of mail exchange.

11/25/08 - The monitor they were supposed to give me is not in stock, asked me if I would take a 22" LCD as a replacement. Sounds good, but I'm still missing $400.00 from 11/24/08, they sent another email to their credit dept.

11/26/08 - Still missing $400.00 from bank account.

11/27/08 - Closed for Thanksgiving.

11/28/08 - Credit dept. Still closed for Thanksgiving.

11/29/08 - Still missing $400.00 and support said they will send another email to refund it. Called my bank and they said it is still being held.

11/30/08 - Closed Sunday - still missing $400.00

12/1/08 - Still missing $400.00 and called to see when my monitor would be at UPS store. They said it is out of stock. There ECR dept. Send another email about the missing $400.00

12/2/08 - still missing $400.00, Samsung offers to refund my original price of purchase $299.95

12/3/08 - still missing $400.00 and they said the hold was canceled on 12/1/08

12/4/08 - still missing $400.00

12/5/08 - still missing $400.00, called my bank and they have no records of $400 ever being held. However, there is still $400.00 missing from my account.

12/6/08 - Called Samsung, they said the hold was canceled and the $400 should be replaced. But its not.

12/8/08 - Called Samsung again, same story. Said they would send a second cancellation. Monitor refund will be 14-21 days.
