They charged my bank debit card for $39.95 and a $1.18 foreign transaction fee without my permission

I went to my bank and discovered a $39.95 charge to my debit card and also a $1.18 foreign transaction fee from www.bidfuel.com. I never authorized this transaction, I have never heard of BIDFUEL.com!
