Internet service that is worse than dialup ripoff

WildBlue communications is selling at a cost comparable with premium services, $49.95 and up. Their connection speeds are much slower than dialup, due to; High latency times, poor connection speeds. I've seen less than 2k per/second when their FAP (Fair Access Policy) has not applied.
This is the second problem. WildBlue seems to hit you with their FAP, after a couple days even when the computers attached are off, and you are not using the 'service'.

When confronted with this, they will not release you from their contract. They will offer to disconnect, though they also say they will bill you for the balance to their service contract.

If you call their technical service department, they will put you on hold for a very long time. (I'm currently waiting on the waiting cue, and have been there for over an hour).

Miraculously, the speed has improved, though it's been terrible for days. This has happened before for me, which has made me give up in the past on their tech support.

If you are considering their service, you'd be better off with AOL, and I'm setting the bar kind of low saying this.
