Ripoff states charging $774.99 for a cellphone I did not orde

Email received today from paypal states confirming that $774.99 will be charged to my credit card, for a cell phone which I did not order.

I dispute this, I am not a paypal member and do not even have in my possession $774.99 available for any credit.
