Ripoff Failed to Honor "Free Shipping" Offer then apologized, made promise of refund but did not follow through

Last month I responded to an Email offer from Haband which promised Free Shipping. After placing an order, I thought of 2 other items I needed and placed a 2nd order. (There was nothing in their Email which indicated that the offer was limited to one order.)

Since they seem to always want to give away a free gift with each order, I choose a necklace (which I thought my daughter might like) while placing the 1st order. When I placed the 2nd order, I didn't choose a free gift because there was nothing else being offered that I was even remotely interested in.

When I found out that I was being charged the $7.45 shipping charge on both orders, I contacted Haband.
1) Concerning the 1st order, I received an apology from Noeme along with a promise that a refund in the amount of $7.45 for free shipping would be applied back to my credit card in the next few business days.
2) Concerning the 2nd order, I received a similar message from Rhea.

The 2nd order shipped right away, and then I got an Email from Rita concerning the 1st order in which she said; On the special it states that a free gift and free shipping can not be combined. Even though I don't remember seeing that statement on their special (since I didn't really want the free gift and after I confirmed that the 1st order had not yet shipped) I told them to keep their free gift and to apply the free shipping. They ignored that and shipped the order with the free gift anyway and it was defective upon arrival.

When I contacted them about the defective free gift and said that I wanted to return it and have the free shipping credited back to my visa card, the reply was that I didn't need to return it and that they would credit the $7.45 on that order.

They finally did credit the $7.45 for shipping for the 2nd order, but still have not credited the $7.45 for shipping on the 1st order.

What really infuriates me is that these communications have been going back and forth now for over a month and I get apologies and promises from some and then excuses from others all within the same company, as well as the promise they have not kept.
