I was declined for this order but they issued the package anyways.! My bank acct. Was charged without my authorization!

When i placed an order on May2 my c.C. Was declined. So I assumed I wasn't receiving an order. It turns out that they went ahead and mailed the package and charged my bank acct. Without my authorization! Iam asking them for an error letter send to my bank and they have not received it.
