Millenium Networking A trial cream, Nutra Skin, for $2.95 never arrived. My visa account was charged over 90$

I had ordered a Sample of Nutra Skin cream from Diet MAX ($2.95). I never received the product. Then within 30 days, my credit card was charged over $90.00. When I called the company, they said because I had not notified them, they proceeded to charge me for the product. I never received the sample nor the regular sized product. I called and tried to cancel the amount. I never rec'd the confirmation cancellation. The following month, a charge from Health MAX appeared.investigation via Visa CC Resolutions department showed it was the same company, new startup, again using my credit card information. These people are a totally fraudulent group and should be shut down.
