Orthopedic alternatives
Mislead by the docto

I have a situation and I don't know what to do. Back in september my doctor has informed me that my daughter needed leg braces to straighten her legs and sent us to Orthopedic office that deals with medical equipment. I was asked my insurance information and I provide all the information needed as you would in any doctor office. They told me that we need to wait for approval from them before we can proceed. So we waited for three weeks and then got a call from the doctor saying that my insurance approved everything and we should go ahead with the procedure. So we came in, we did the braces and in about 2 months we got a bill from the doctor for 2,305 dollars. Apparently my insurance paid for less than half of the cost of the procedure and the doctor was charging me for the rest. So I called my insurance and complained that they fully approved the procedure and yet failed to fully cover the cost.in return, they have explained to me that they never agreed to fully cover the procedure and that when they sent an approval letter to my orthopedic doctor, they actually wrote that "the policy holder may have an annual limitation on how much they can actually pay". I believe that it was doctors responsibility to either call the insurance company, find out how much they will cover and then ask me if I wanted to cover the rest. Or just tell me about the situation so I can call my insurance company and find out myself how much they will pay. I was never informed by the doctor how much the whole procedure would cost. I was also never told that I would have to pay for any part of this procedure. I was completely mislead by the doctor about the whole thing because they have assured me several times that this all completely covered and I would not have to pay anything. After I got the bill from them, I called the doctor and explain all this to them and they just told me to pay or it would go to collection department. I called consumer affairs department to file a complain but they told me that they don't cover this kind of medical complain. Who can I contact about this? What are my options? Because I don't want to pay them a penny since what they did to me is fraud.
