Billed the Elderly (83) on our phone bill for a site we never visited. For two months until a relative looked at the bill

We found a item from findyourdiet.com for $14.95 on the Dec and Jan Phone Bill. We didn't even visit it with a popup as far as we can remember. It could
have gone on for mouths if the relatives hadn't noticed. Why do the Phone companies allow them to bypass your Credit Cards like that? The Phone company Fraud lady said we would get a partial refund? I was afraid to check the site out.
