Charged my phone bull for toll free long distance (I don't have long distance on my phone)

I was charged on my local phone bill for toll free long distance when I don't even have that feature on my phone. Evidently this company has been doing this for some time and gettng away with it. I don't understand why local companies can allow this just because someone sends them your phone number and then they don't want to help you solve the problem
