Didn't honor product Rebates Ripoff

I purchased two HANNS-G Monitors from PCconnections offering a $100.00 and $80.00 rebates. Submitted the paperwork and recieved email approval confirmation. I followed up with RebatesHQ.com about the check distribution date and recieved the following reply.

"Please be advised: Parago, Inc is a provider of rebate processing services for its clients. As a rebate processor, Parago works on behalf of Wintergreen Systems to receive mail, perform data entry services, recieve customer calls, print checks, and perform other services associated with its promotions. To date, Parago has not received such approval and funding from Wintergreen Systems. Until Wintergreen Systems forwards additional funding for the promotion in question to Parago, Parago will not be able to mail any additional consumer checks under the promotion."

I am out $180.00 in rebates and need advise on how and who to file a complaint with to help others avoid getting Ripped-Off by this offer.
