Website business, Elkdreamer: David Little Elk, offers Lakota language CDs and books but does not deliver the goods or respond to emails or phone calls. He goes through PayPal and PayPal is unwilling to recover the money sent to Little Elk even though the goods are not delivered. They will only make a complaint against him.
