Applied for grant for business never heard any more from them. Paid a fee of $439.00 that was suppose to be refundable. I have not been able to reach them by phone or email no response from them ripoff

I applied for a business grant to open a business and never heard any more form these people. I can't reach them by phone or email. I paid a fee of 439.00 that is suppose to be refundable. The represenative I spoke with dosen't answer his cell phone always busy. The busines phone number always tells me to leave a message. My phone calls are never returned.
