This company promised me $1 million dollars, so I sent them a check for $11.89. But I didn't receive any money. Ripoff

On 12/21/06 P.A.D. Aka National Awards Commission took out $19.99 out of my checking account with the promise to pay me one million nine hundred thousand dollars. But I have not receive any money at all from them.
