Ripoff has NOT refunded my money

International Grant Service (IGS) called me selling grant materials and promised to send these material to get grants within 15 to 20 business days

I purchased the program for $398.00 on March 21st.
Waited for the materials to arrive; they never did
I called International grant service (IGS) and enquired as to where my stuff was they told me it had not been mailed out yet to wait.

I did this for another week and still nothing.
I called (IGS) International Grant Service again and requested information on my order status. Nothing had been done to mail their materials out to me.

I waited another week and Called again asking to speeak with the supervisor Victor Fine on April 27th who told me he would be happy to refund my money. Today is June 13th and I still have NOT recieved my refund of $398.00
