Rip Me off, I get a Letter Teilling Me I Won $1,900, 000.00 and that I needed to send $19.99 to get my Winnings

There must be something I can do for what has happing to me. I get a letter in my mail box telling me I have Won! $1,900, 000.00 Man am happy now, just think what I can do now! Not so Mr. Gerald Huntington / President riped me off what can I do let me know.
