3,700, 300$ rip-off

I received via-mail notification that i won 3,700, 000 $
and i was in danger of losing it all if i didn't respond with 20$ in check or money order within 7 days. There was also a w-915 form with this letter, that was to be returned with the fee.

I checked online, and as soon as i typed in ussa, i got the response "rip-off!"
