PCDI, Yet again is posing a cancellation fee to another student, this time the student didn't have a contract. I contacted the FTC and explained my situation. They told me that in no way was I obligated to pay. I neither implied nor expressed in any way agree to their terms or conditions to their contract. PCDI has told me that since I sent in exams that I am obligated to pay a cancellation fee. I have documentation that shows that the mail exams do not state that if you submit the exam then you agree to their conditions. If you ever run into this problem first dispute it by sending a certified letter to PCDI asking to validate that you agreed to their terms.

If PCDI in anyway does not send you documentation with in 30 days according to the FTC they should dismiss all cancellation fees. During this time they are not allowed shall cease collection of the debt or any disputed portion thereof. This is at the step I am in right now, according to my research the next step would be to take it in front of the BBB to arbitrate, if they continue to persist in the matter then you go to the FTC as a violation, and your States Attorney General as a violation, and depending on your damages a law suit.

These are the step I will be taking. If anyone knows of a better way please let me know.
