Abandoned project after receiving payment ripoff

I paid Mr. Johnson $2,000 down on a $4,000 concrete job. He did part of the framing job, it did not pass inspection, and he did not return to finish it. After pleading with him by phone and email, to no avail, I had to pay someone else to remove Johnson's materials and start over. Emanuel Johnson kept my money, delayed my project by more than a month, and cost me EXTRA to undo what he had done.
