Chip Martel runs a small constuction, remodeling, and roofing business. We hired him to build a 1300 s.F. Modular house. He needed a lot of money upfront mostly to cover the cost of the prefabricated wall panels. At the time, it made sense to us to pay this $46,000. Because as a small contractor we knew he couldn't put up that material money. After months of delay Chip did some initial work on getting drawings and permits and installing the pilings that we had previously bought. After that he came up with one excuse after another, mostly personal reasons of why he was not doing the job. He never ordered the wall panels, he never paid the engineer, he never paid the lumber company. He finally wrote in an email that he did not intend to complete the project. He promised on 6 occassions to send an itemized list of expenditures with our refund but he never did. He basically took the money and ran.
