I hired Incore (Bill Rouston) after I had a leak in my refrigerator line, which damaged my kitchen and the leak went into my basement. We spent months and quite a bit of money finishing our basement, as well as gutting this house when we bought it. Bill is a neighbor of my brother's and I felt he would be honest. Bill came in told me that the damage was quite severe, and the next day he would have his people here to start the dry out. He wanted to know what my deductible was, and let me know that he would inflate the cost so that I did not have to pay the deductible.
He also made claims that my insurance company would have to pay for cleaning, where I stayed (and he let me know that it would be some place very nice), and that there would be NO dust from the sanding of the floors. I have asthma, so I had a very big concern about the dust caused by sanding. When his dry out guys came, they complained to my uncle that Bill owed them over $62,000 for work they had done. Right from the beginning Bill never returned my phone calls or texts, the only time I would hear from him, is when he felt like returning a call.
We had a date set to start the floors because it was before Christmas, and if we were going to start the work, we didn't want it to run into the week before Christmas. Every time Bill gave me a date to start, it never happened. My husband and I decided to push the work back until after the holiday. At this point Bill became very aggressive about wanting it to be done before Christmas, and made promises again of the house looking perfect, dust-free! I wasn't up for all the work, but wanted to continue on with the downstairs project.
Again, contractors not showing up when promised, and a plumber walked off the job. Bill was never available to answer his phone. It was at this time that I gave Bill a deadline of calling me back or I would have to get a new contractor, because I had consulted my insurance agent and he told me not to let him back into my home. Bill never made the deadline, however as soon as he found out that I no longer wanted to deal with him, he made a pest of himself calling/texting and emailing not only myself, but my uncle as well.
I let him know his services were no longer needed, and he made it incredibly difficult with the insurance company to get the new contractor started. My best friend had called him about the same time as I did (before we found out how he conducts business) and bill was sending her emails/texts and phone calls about doing her work, and wanted to know if the reason she wasn't calling back was because of me.
I have withheld the insurance check from him, and in fact it will be going back to the insurance company because the company that did the dry out took the seal off my floor with the tape they used, and also paint off my wall. Bill has been told he will not get paid until the job is done, and he has repeatedly emailed/text to the point that I had to block him. His partner left me a message that they are going to put a lien on my home. This is laughable to me because he has tried harder to get his check, then to do a honest job.
