Flagstar Bank Reviews & Complaints
Flagstar Bank, N.A. is a national bank headquartered in Hicksville, New York, with regional headquarters in Troy, Michigan; the former holding company Flagstar Financial, Inc. (formerly New York Community Bancorp) merged into the bank on October 17, 2025, and its mortgage servicing business was sold to Mr. Cooper in 2024. Account and card problems go to the bank; home-loan disputes go in writing to the servicer named on the monthly statement. Government actions from 2010 to 2021 were taken against the bank when it was Flagstar Bank, F.S.B., a Michigan savings bank: a 2014 CFPB consent order over loss-mitigation delays, OCC flood-insurance penalties and a 2012 FHA settlement with the Justice Department. A $31.5 million data-breach class settlement received final approval on October 5, 2026, and a California escrow-interest class judgment is not final while Flagstar asks the U.S. Supreme Court to review it.

Flagstar Bank, National Association is a national bank that files annual reports with the SEC; its 2025 Form 10-K gives its address as 102 Duffy Avenue, Hicksville, New York, says it is subject to OCC oversight, and says deposits of the bank are insured "up to applicable limits by the Deposit Insurance Fund"; the filing adds: "The maximum deposit insurance provided by the FDIC per account owner is $250,000 for all types of accounts." Its website carries an "FDIC-Insured" banner, and a depositor can confirm any bank's insurance status with the FDIC's BankFind tool.
The government actions described in the regulator section (OTS 2010; CFPB 2014; OCC 2012, 2016 and 2021; Justice Department and HUD 2012, amended 2021) were taken when the bank operated as Flagstar Bank, F.S.B., before the 2022 merger with New York Community Bank. Separately, a data-breach class settlement received final approval on October 5, 2026, and other lawsuits are pending. BBB gives the Troy, Michigan record an A+ rating while its customer reviews average 1.07 out of 5; the two measures use different methods.

Flagstar Bank problems: who to contact, where complaints go, and what changed since 2024
Flagstar Bank, N.A. is the bank whose name appears on checking and savings accounts, Flagstar cards and home loans. Two changes affect where a problem should go. First, according to its Form 10-K, the former holding company Flagstar Financial, Inc. (formerly New York Community Bancorp, Inc.) merged into the bank on October 17, 2025, so the bank itself now files with the SEC. Second, Flagstar's press release and Mr. Cooper's release of November 1, 2024 say Flagstar's residential mortgage servicing business was sold to Mr. Cooper Group, and Mr. Cooper's website now says "Mr. Cooper is now part of Rocket Mortgage." The name on your monthly statement shows which company services your loan; if it names Mr. Cooper or Rocket Mortgage, send disputes and notices of error to the address that company gives on the statement, not to Flagstar.
Contact channels published by the company.
- Personal banking, online banking and loan support: the Flagstar Customer Support page lists 888-248-6423 (Monday-Friday 8 a.m.-10 p.m. ET, Saturday-Sunday 8 a.m.-5 p.m. ET) and a "Send us a message" form.
- Home loans on the Flagstar-branded servicing site: myloansflagstar.com lists customer service at 833-755-2085 (Monday-Friday 7 a.m.-8 p.m. CT). Its complaints page says: "To file a formal complaint, please mail a letter to the address below" - Flagstar Bank, Attn: Customer Relations, PO Box 619098, Dallas, TX 75261, the same address it gives for notices of error and requests for information. The same site's contact page lists separate addresses for payments (Flagstar Bank, PO Box 650783, Dallas, TX 75265) and for correspondence (Attn: Account Services, 8950 Cypress Waters Blvd., Coppell, TX 75019), which are different from the Customer Relations box used for complaints. The Customer Support page also lists "MyLoans support" at 800-968-7700.
- Loans that were serviced by Flagstar and moved to Mr. Cooper: mrcooper.com/flagstar now leads to a general Mr. Cooper notice that does not mention Flagstar. It tells Mr. Cooper customers that Rocket Mortgage now services their loans, that loan numbers and payment details stayed the same, and that loans paid off before February 2026 may not be available online. Rocket Mortgage Client Support is listed at (800) 4-ROCKET, Monday-Friday 8:30 a.m.-9 p.m. ET and Saturday 9 a.m.-4 p.m. ET. The monthly statement or a transfer-of-servicing letter shows who services a particular loan.

- CFPB: the CFPB complaint page says "Most companies respond within 15 days" and lists (855) 411-2372. It accepts complaints about mortgages, bank accounts, cards and other financial products.
- OCC: national banks are supervised by the Office of the Comptroller of the Currency; HelpWithMyBank.gov lists Customer Assistance at 1-800-613-6743 (Monday-Friday 7:00 a.m.-7:00 p.m. CT) and a "File a Complaint" page.
- State regulators for home-loan servicing: the OCC, not a state agency, supervises Flagstar Bank itself as a national bank. State regulators handle complaints about licensed mortgage servicers, and the myloansflagstar.com complaints page lists them: Texas residents are directed to the Texas Department of Savings and Mortgage Lending (1-877-276-5550). For New York it names the New York State Banking Department, whose functions are now part of the Department of Financial Services (Consumer Help Unit 1-800-342-3736, www.dfs.ny.gov), and says "Champion Mortgage Company (NMLS #3030) is registered with the New York Superintendent of Banks." For Minnesota it says "The servicer is licensed with the Minnesota Commissioner of Commerce" and gives the Minnesota Department of Commerce at 651-539-1600.
- Other routes: any customer can also complain to the attorney general of their state. For suspected fraud or identity theft, the FTC takes reports at ReportFraud.ftc.gov and IdentityTheft.gov.
Deadlines that protect you.
- Debit card and electronic transfers: under the federal Electronic Fund Transfer Act (Regulation E), report an unauthorized or wrong transfer to the bank within 60 days after the statement showing it was sent; reporting a lost or stolen debit card within 2 business days limits your liability to $50.
- Credit card billing errors: under the Fair Credit Billing Act, send the dispute in writing so that it arrives within 60 days after the first statement showing the error was sent.
- Home loans: a written notice of error sent to the servicer's designated address (for myloansflagstar.com, the Dallas Customer Relations box) must be acknowledged within 5 business days, and the servicer generally has 30 business days to correct the error or explain why it believes there is none (Regulation X under RESPA).
Data-breach settlement. The $31.5 million settlement over the January and December 2021 data breaches received final approval on October 5, 2026, and the claim deadline of August 11, 2026 has passed. Payment questions go to the Flagstar Settlement Administrator at 1-855-542-0397, [email protected] or P.O. Box 4427, Baton Rouge, LA 70821; the settlement FAQ asks people not to contact the Court. Details are in the litigation section.
Keep records. For a loan serviced through myloansflagstar.com, put the dispute in a letter to the Dallas Customer Relations address; include your name, loan number and a short description of the error, and keep a dated copy together with the statement page at issue and any reference number given by phone. This is general information and not legal advice.
Complaint record: BBB, Trustpilot, CFPB database and complaints posted here
These figures come from different systems with different rules, so they are not added together and they do not measure how many customers were harmed.
- BBB (Flagstar Bank, Troy, Michigan): not BBB Accredited, BBB rating A+, 307 complaints in the last 3 years (46 of them in the last 12 months), and an average of 1.07 out of 5 from 110 customer reviews. BBB's letter rating and the review average are calculated differently.
- Trustpilot (www.flagstar.com): 1.6 out of 5 from 123 reviews; the company has claimed the profile. Trustpilot does not fact-check reviews.
- ComplaintsBoard: 112 complaints, 43 of them marked resolved and 69 unresolved, plus 3 reviews. These are ComplaintsBoard's own figures and categories.
- CFPB Consumer Complaint Database, which lists the bank under three company names: "Flagstar Bank, N.A." with 4,208 complaints, "Flagstar Bank, National Association" with 499, and "NEW YORK COMMUNITY BANCORP INC", the former holding-company name, with 2,062. Each CFPB record shows the product, the issue and whether the company responded in time.
Complaints posted here. The complaints on this site about Flagstar were written between 2000 and 2013, when the bank serviced and originated mortgages itself, so they do not describe the 2024 servicing sale, the 2021-2023 data incidents or current account services. They are unverified statements by visitors. They most often concern foreclosure, loan modification and loss mitigation, escrow, force-placed insurance and property taxes, late fees and payments not credited, and, less often, deposit holds and overdraft fees.
Regulator and government actions: OTS (2010), CFPB (2014), OCC (2012, 2016, 2021), DOJ/HUD (2012; amended 2021)
The actions below concern the bank when it operated as Flagstar Bank, F.S.B. (a federal savings bank based in Troy, Michigan), before the 2022 merger with New York Community Bank. Each entry says whether the bank admitted the findings; none is a court finding of liability.
CFPB consent order, September 29, 2014 (administrative proceeding 2014-CFPB-0014). The CFPB order says Flagstar "consented to the issuance and enforcement of this Consent Order ... without admitting or denying any of the findings of fact or conclusions of law, except that Respondent admits the facts necessary to establish the Bureau's jurisdiction". The Bureau's findings concerned mortgage servicing: from at least 2011 until September 2013 Flagstar failed to review loss mitigation applications in a reasonable amount of time, and for at least nine months in 2012-2013 it withheld information borrowers needed to complete applications. The order entered a judgment for equitable monetary relief of $27,500,000, "provided however that at least $20,000,000 shall be distributed to Foreclosed Consumers", and a $10,000,000 civil money penalty. The CFPB's payments page says the case is closed, with distribution between September 25, 2015 and December 22, 2017, and its enforcement page lists the status as "Expired/Terminated/Dismissed".
OTS supervisory agreement, January 27, 2010. After an examination, the bank entered into a supervisory agreement with the Office of Thrift Supervision, its regulator at the time; supervision of federal savings banks passed to the OCC in 2011. The OCC's termination notice 2012-246 says the agreement was superseded by the consent order of October 23, 2012 and terminated.

OCC consent order No. 2012-230 (stipulation dated October 23, 2012). This cease-and-desist order against Flagstar Bank, FSB covered capital, asset quality, lending, BSA/AML compliance, consumer law including flood insurance, information technology and liquidity. It was terminated on December 19, 2016, and no money penalty is listed for it.
OCC civil money penalty No. 2016-095 (2016): $500,000. The penalty was for violating earlier final orders that contained flood-insurance provisions. The bank consented to the order without admitting or denying wrongdoing.
OCC consent order No. 2021-056 (docket AA-CE-2021-48, signed by the OCC on December 28, 2021): $3,620,000. The order found repeated, systemic Flood Disaster Protection Act violations from February 2017 to February 2020, including making or renewing loans on properties in flood hazard areas without proof of adequate insurance, paying escrowed flood premiums late, and late or inadequate flood notices to borrowers. The OCC tied the violations to weaknesses in the bank's flood risk assessment, internal controls and training and in its oversight of third parties servicing its loans. The bank neither admitted nor denied the findings.
DOJ / HUD, February 24, 2012. The U.S. Attorney for the Southern District of New York announced that the United States "filed, and simultaneously settled, a civil fraud lawsuit" over FHA-insured loans. The release says Flagstar "admitted, acknowledged, and accepted responsibility for submitting false certifications to HUD", and that it agreed to pay $15 million plus $117.8 million more as it met financial benchmarks. In a Form 8-K dated March 30, 2021, Flagstar Bancorp said it signed an amendment requiring "a $70 million one-time restitution cash payment" that removed further payments "totaling $118 million" under the 2012 agreement, subject to court approval.
Court matters involving Flagstar Bank: consumer class actions and their status
The matters below are summarized from court orders, dockets and the bank's SEC filings. Allegations are not findings.
Data breaches of 2021 (Angus v. Flagstar Bank, N.A., No. 2:21-cv-10657, E.D. Mich.). The settlement website says the settlement resolves claims about "two data breaches that occurred at Flagstar Bank, N.A. in January 2021 and December 2021" affecting approximately 2,187,170 individuals, and that "Flagstar denies these claims and says it did not do anything wrong". The fund is $31,500,000; benefits listed are reimbursement of documented losses up to $25,000, a residual cash payment estimated at $60 and up to $599, three years of credit monitoring, and a California Statutory Payment of up to $100 for California residents (the site says about 364,000 California residents were affected). A court order of August 25, 2025 consolidated the separate case In re Flagstar December 2021 Data Security Incident Litigation (No. 4:22-cv-11385) into the Angus case, and the Form 10-Q describes the settlement as covering both. In the Final Approval Order and Judgment of October 5, 2026 the court granted final approval, awarded class counsel $10,500,000 in fees and $311,690.80 in costs, overruled the four objections filed, excluded the 48 people who opted out, and dismissed the action with prejudice.
2023 MOVEit incident at vendor Fiserv. Flagstar's breach filing with the Maine Attorney General names the vendor as Fiserv. Its consumer notice filed with the California Attorney General says unauthorized activity in a vendor's MOVEit Transfer environment occurred between May 27 and 31, 2023 and that files included Flagstar customer information; it offered two years of identity monitoring through Kroll. The Form 10-Q says four purported class actions against Flagstar Bank, N.A. filed in October 2023 are part of the multidistrict litigation In re MOVEit Customer Data Security Breach Litigation, 1:23-md-03083 (D. Mass.), and are stayed.

California escrow interest (Kivett v. Flagstar Bank, FSB, 3:18-cv-05131-WHA, N.D. Cal.). California law requires lenders to pay 2% annual interest on mortgage escrow balances; the class says Flagstar did not. The notice website says the court granted summary judgment for the class on December 10, 2020, and that the class judgment was later reduced slightly, from $9,262,769.24 to $9,180,580.15, when the Ninth Circuit shortened the class period. It also says the U.S. Supreme Court vacated the Ninth Circuit's decision on June 10, 2024 with directions to reconsider "in light of Cantero v. Bank of America, N.A." On remand the Ninth Circuit issued a new opinion on October 2, 2025 (appeal 21-15667) rejecting Flagstar's appeal, and denied rehearing on March 26, 2026. Flagstar filed a petition for a writ of certiorari (25-1350) on June 1, 2026; on October 5, 2026 the Supreme Court entered: "The Solicitor General is invited to file a brief in this case expressing the views of the United States." The petition has not been decided.
Federal rule on escrow interest. On May 15, 2026 the OCC issued two final rules, effective June 18, 2026; one concludes that federal law preempts state interest-on-escrow laws that restrict a national bank's flexibility to decide whether, and how much, interest to pay on escrow accounts. Federal appeals courts are divided on whether such state laws are preempted: the Second Circuit has held New York's law preempted, while the Ninth Circuit's Kivett ruling went the other way for California.
Overdraft and NSF fees (Gardner v. Flagstar Bank, FSB, appeal 24-1436, 6th Cir.). In April 2024 the district court granted summary judgment to the bank. In an unpublished opinion filed June 20, 2025 the Sixth Circuit reversed that ruling on a breach-of-contract claim about overdraft fees on "authorize positive, settle negative" transactions and repeated non-sufficient-funds fees on re-presented items, and sent the case back to the district court, stating that a rational factfinder could conclude the bank breached its terms. It did not decide whether the bank is liable.
Shareholder suits. The Form 10-Q also describes securities class actions and derivative suits filed from 2024 in New York courts (In re New York Community Bancorp, Inc. Securities Litigation). They concern disclosures to investors, not customer accounts.
Court & Public Records
Angus v. Flagstar Bank, N.A. (2021 data breaches class settlement)
SettledFinal Approval Order and Judgment entered October 5, 2026 (ECF 137): the court granted final approval of a $31,500,000 class settlement, awarded class counsel $10,500,000 in attorneys' fees and $311,690.80 in litigation costs, overruled the four objections filed, excluded the 48 people who opted out, and dismissed the action with prejudice. The settlement website says Flagstar denies the claims and says it did nothing wrong. The claim deadline, August 11, 2026, has passed. The settlement FAQ says payments will be distributed as soon as possible after final approval and after any appeals are resolved.
Kivett v. Flagstar Bank, FSB (California mortgage escrow interest class action)
Appeal decidedThe district court granted summary judgment for the class on December 10, 2020. The class notice website says the class judgment was reduced from $9,262,769.24 to $9,180,580.15 in 2022 after the Ninth Circuit shortened the class period, and that on June 10, 2024 the U.S. Supreme Court vacated the Ninth Circuit's decision for reconsideration in light of Cantero v. Bank of America, N.A. On remand the Ninth Circuit issued a new opinion on October 2, 2025 rejecting Flagstar's appeal, and denied rehearing on March 26, 2026. Flagstar Bank, N.A. filed a petition for a writ of certiorari on June 1, 2026; on October 5, 2026 the Supreme Court invited the Solicitor General to file a brief expressing the views of the United States. The petition is pending, so the judgment is not final.
Gardner v. Flagstar Bank, FSB (overdraft and NSF fees)
Appeal decidedVeronica Gardner filed a putative class action alleging that the bank charged overdraft fees on "authorize positive, settle negative" transactions and repeated non-sufficient-funds fees on re-presented items in breach of its account terms. In April 2024 the district court granted summary judgment to the bank. In an unpublished opinion filed June 20, 2025 the Sixth Circuit reversed that ruling on the breach-of-contract claim and remanded the case for further proceedings, holding that a rational factfinder could conclude the bank breached its terms and conditions. The appeals court did not decide whether the bank is liable.
In re MOVEit Customer Data Security Breach Litigation (four actions naming Flagstar Bank, N.A.)
FiledThe bank's Form 10-Q for June 30, 2026 says four purported class actions filed against Flagstar Bank, N.A. in October 2023 allege negligence, breach of contract and unjust enrichment related to the 2023 MOVEit data breach at a vendor, and that the claims against Flagstar are stayed while a representative group of the larger multidistrict cases proceeds. The claims against Flagstar are allegations.
Who Flagstar Bank is: from New York Community Bank and Flagstar Bank FSB to Flagstar Bank, N.A.
The legal entity is Flagstar Bank, National Association, a national banking association with principal executive offices at 102 Duffy Avenue, Hicksville, New York, and regional headquarters in Troy, Michigan, according to its 2025 Form 10-K. The 10-K says the bank is supervised by the Office of the Comptroller of the Currency (OCC), and its stock trades on the New York Stock Exchange under the symbol FLG. Its quarterly report for June 30, 2026 gives $87.7 billion in assets and approximately 340 locations across nine states, plus about 20 private bank offices.
Timeline, as published by the company.
- April 14, 1859: New York Community Bank is established as Queens County Savings Bank; the company says its roots date back to that year.
- December 1, 2022: "NYCB completes its acquisition of Flagstar Bank, NA". Flagstar Bank, FSB of Troy, Michigan, a savings bank that BBB lists as started in 1987, had been the subsidiary of Flagstar Bancorp. NYCB's release of October 28, 2022 says the OCC approved converting Flagstar Bank, FSB into a national bank, Flagstar Bank, N.A., and merging New York Community Bank into it, with Flagstar Bank, N.A. as the surviving bank.
- March 20, 2023: "NYCB acquires certain assets and assumes certain liabilities of Signature Bridge Bank".
- October 25, 2024: the holding company, "formerly New York Community Bancorp, Inc., is now Flagstar Financial, Inc.", with the symbol FLG.
- October 17, 2025: the holding company reorganization closed and Flagstar Bank, N.A. "becomes new corporate entity"; the Form 10-K says Flagstar Financial "was merged with and into the Bank".
Mortgage business. Flagstar's press release says the bank closed "the previously announced sale of its residential mortgage servicing/sub-servicing business, mortgage servicing rights, and the third-party origination platform to Mr. Cooper Group Inc." for "approximately $1.3 billion in cash". Mr. Cooper's release of November 1, 2024 describes the same transaction as the acquisition of Flagstar's "mortgage operations". Flagstar's release adds that the bank "will continue to provide residential mortgage products through our retail origination channels and the Private Bank". Mr. Cooper bought a business line, not Flagstar Bank itself. Mr. Cooper is now part of Rocket Mortgage, according to Mr. Cooper's website.
Older names. Complaints from 2000 to 2013 name Flagstar Bank, Flagstar Mortgage or Flagstar Bank FSB, the Michigan savings bank that serviced and originated mortgages itself at the time. A few older complaints name New York Community Bank or New York Community Bancorp, Inc.; they concern the New York group that acquired Flagstar on December 1, 2022 and later took the Flagstar name, not the Michigan bank before 2022.

Is Flagstar Bank the same company as New York Community Bank (NYCB)?

Its Form 10-K says that on October 17, 2025 Flagstar Financial "was merged with and into the Bank", with Flagstar Bank, National Association as the surviving entity and successor reporting company. The earlier Michigan-based Flagstar Bank, FSB was acquired by NYCB on December 1, 2022 according to the same timeline; in that deal Flagstar Bank, FSB became a national bank, Flagstar Bank, N.A., and New York Community Bank was merged into it.
Who services a mortgage that used to be serviced by Flagstar?
Flagstar's press release says it closed the sale of its residential mortgage servicing business and third-party origination platform to Mr. Cooper for approximately $1.3 billion in cash, and Mr. Cooper's release of November 1, 2024 says it closed the acquisition. Mr. Cooper is now part of Rocket Mortgage, and its website tells Mr. Cooper customers that Rocket Mortgage now services their loans (Client Support (800) 4-ROCKET); that notice does not name Flagstar. The monthly statement and any transfer-of-servicing letter show the servicer for a particular loan. Flagstar's Customer Support page lists MyLoans support at 800-968-7700, and the Flagstar-branded myloansflagstar.com site lists customer service at 833-755-2085.
How do I file a complaint about Flagstar Bank?

If the bank does not fix the problem, complain to the CFPB (consumerfinance.gov/complaint, (855) 411-2372) or to the OCC, which supervises national banks, through HelpWithMyBank.gov (1-800-613-6743). The settlement website lists a $31,500,000 fund and an August 11, 2026 claim deadline that has passed. Its FAQ says payments will be distributed as soon as possible after final approval and after any appeals are resolved; questions go to the Settlement Administrator at 1-855-542-0397 or [email protected]. What did the CFPB consent order against Flagstar say?
The September 29, 2014 order found, among other things, that Flagstar did not review loss mitigation applications in a reasonable time and withheld information borrowers needed to complete them. Flagstar consented "without admitting or denying" the findings. It required $27,500,000 in redress (at least $20,000,000 to foreclosed consumers) and a $10,000,000 civil money penalty. The CFPB lists the action as expired or terminated, and its payments page says distributions to consumers ended on December 22, 2017.
What is the California escrow interest case against Flagstar?
Kivett v. Flagstar Bank, FSB is a class action over interest on California mortgage escrow accounts. The district court ruled for the class in December 2020. According to the class notice website, the U.S. Supreme Court vacated the Ninth Circuit's earlier decision on June 10, 2024 for reconsideration in light of Cantero v. Bank of America, N.A.; on remand the Ninth Circuit ruled against Flagstar again on October 2, 2025. Flagstar has asked the Supreme Court to review that ruling (petition 25-1350, filed June 1, 2026), and on October 5, 2026 the Court invited the Solicitor General to file a brief giving the views of the United States. The petition is pending, so the judgment is not final.

Is there a lawsuit about Flagstar overdraft fees?
Gardner v. Flagstar Bank is a putative class action about overdraft fees on transactions authorized with a positive balance and settled negative, and about repeated non-sufficient-funds fees. On June 20, 2025 the Sixth Circuit reversed summary judgment for the bank on the breach-of-contract claim and sent the case back to the federal court in Michigan; it did not decide whether the bank is liable.
