Ridebikegear Misrepresented Hardbag and poor customer service

I had purchased Ridebikegear's GA Series Hard Saddlebags for $140. Upon receipt I noticed that there was no mounting system on the bag. What I received was just the hard bag itself with a simplistic locking mechanism drilled into the cover; no mounting holes whatsoever. They had supplied me a bag full of various bolts, spacers, and washers (but no nuts to fasten the bolts). The implication was that I needed to drill holes into the hard bags and secure them to my bike using the supplied hardware. When I contacted their customer service about the missing nuts, I received the following (verbatim) reply via email:

"I wouldn't even use that hardware. The hardware in the bag was meant for people purchase a very basic bracket system that we sold in the past, but don't sell anymore."

So to recap, the hard bags are not usable without drilling holes into them and they refuse to provide the minimum amount of hardware to properly mount it.

Their website states:
"The saddlebags can be mounted on any bike with side brackets. If you require brackets, we suggest our Best Brackets saddlebag mounting system, which has a locking quick-release system and offers maximum adjustability to achieve a perfect fit."

However, what they have provided is not mountable by any means, since I am required to drill holes and their hardware to mount the bags is inadequate. I am surprised they would not even send me a few nuts in the mail to but they blew me off immediately.
