They ripped me off 1200 bucks for a car I never took ownership of

I was buying a car Sam the owner. I had payed him 1200 dollars of the 1500 I owed to him. I went to give him the rest of the cash. He tells my mom that he didnt know who I was. He then told her some bullshit story about how the owner had come to get the car and had gone to Germany. And that I was know out the 1200 dollars. This guy is a crook though and though.
