Dishonest Business Practices, ripoff, potential overcharge on work that wouldn't have been required

My wife has a 1994 Dodge Spirit that had a brake problem. We thought would contact Pepboys because they had a free estimate on my wife's vehicle. We went to the store on Friday, April 23rd and told the service area of our problem. They got back to us at 9:00 P.M. (their closing time at the Matteson, IL store) and talk to my wife. They told her that work would be required on her front and BACK brakes and that the total would be $739.00. My wife told them that we would be seeking a second opinion and would be picking up the car on Monday, April 26th.

She then proceeded to do just that - she took it to a local mechanic (who stands by his work, by the way) in Beecher, Illinois. Rick at the shop told my wife that her back brakes were FINE (not as Pepboys told us) and that she would need work on her front brakes. Rick also told her that a vacuum line need work because her "Check Engine" light had been coming on. The grand total for all of Rick's work: $180.

How can Pepboys be justified in overcharging customers such ridiculous prices for their work? Are their tools made of gold? We were one of the lucky ones - we sought another opinion and saved some approximate $559 on work that would not have been required.
