Knowingly sold a defective car and refused to honor their agreements

I called this company based on an online ad for a used 2005 Volvo S60, and spoke to Jeff. I asked for a lot of detail about the car, and Jeff asured me, in a heavy Chinese accent, that Pepmore goes through each car, fixes anything wrong, and that the car was "in perfect condition". I decided to purchase the car, and made an apointment at a specific time to pick it up. The problems began right from the start. When we arrived, nothing was ready, and we wasted more than two hours waiting around while Jeff answered phone calls, tried to locate the car, the paperwork, and so on. We finally drove into NYCity traffic at 4:15 pm, and within 10 miles, the "check engine" light came on in the instrument panel. Clearly, Pepmore had just cleared the codes with a scanner when I arrived (part of the long wait) and hoped I wouldn't notice (?). Figuring that the car was still on original factory warranty from Volvo, and I had a 30-day warranty from Pepmore, the last thing I was about to do is head back into downtown New York at 4:30 in the afternoon.
When I took the car to Volvo, they informed me that the 02 sensor wires had been cut and spliced, and the $450 repair was not covered by warranty. FOR THE NEXT SIX WEEKS I called and called for Jeff at Pepmore, who never returned my call; and when I did talk to him because he happened to pick up the phone, he would make a promise in rapid fire Chinese about "talking to his boss" or "calling the Volvo dealer" or any of a hundred other excuses which he would immediately forget when he hung up, as he never did one single thing he said he would when I finally reached him again. Through all of this I was pleasant and understanding, but after six weeks, I finally got "Jade" on the phone, and rather than leave ANOTHER message for Jeff, I got angry and threatening; and amazingly enough, two days later I had a check to cover the cost of a new 02 sensor.
The day after the repair was done, the Volvo dealer called to let me know that the check engine light was on again, and this time it was the Engine control module, damaged by the faulty wiring of the 02 sensor, therefore also not covered on warranty, and this was now going to cost another $1650. I started the same process with Jeff, who acted annoyed at ME for causing another problem, and (of course) put me off again, asking for invoices from the Volvo dealer, saying he needed to talk to the dealer (he never did), telling me he had to talk to the boss, on and on. After two more weeks of this, I started calling for the owner of the business, who would never take my call, and never called back. I got Jade on the phone again, who was now saying that she couldn't help me, I had to talk to Jeff (she must've gotten in trouble for helping me out the first time). I called the NY DMV, who told me they had no jurisdiction in Connecticut (which is where I live), and I called the Attorney General office, who told me the car had to qualify under the Lemon Law. It had now gone more than THREE MONTHS from the date I bought the car, when Jeff told me that the ECM was not covered under the Pepmore warranty, and he continues to ignore the fact that he had told me the car was thoroughly checked over and in perfect condition. Volvo won't cover it, Pepmore won't honor their promises if it involves writing a check, and I'm out another $1600.
Bottom line: PEPMORE AUTO SALES is a used car dealer that is deceitful, dishonorable, and will tell you whatever they think you want to hear to get your money. If (when) you have a problem, they will have no intention of honoring any agreements, written or verbal, and you can expect that no matter what they tell you to get you off the phone, exactly NOTHING will be done. You have many other choices when it comes to buying a car, and I would strongly suggest you take your business somewhere else.
