Did not take time to explain their process, related to my no longer being able to keep my car due to my having loss my drivers license and car insurance in the Commonwealth of VA

I recently became aware by my car insurance company that my drivers lisence were suspended and they were dropping me due to the circumstances. I notified CPS immediatetly of my dilemma! I explained to a Mrs. Thomas extention 5340 who identified herself as a supervisor that I needed to surrender the car to CPS, effective June 6th I would no longer have insurance. Mrs. Thomas then explained to me that CPS did not want the car back and then proceeded to explain to me that the Commonwealth of VA was a "Garnishable" state. On another occasion Mrs. Thomas suggested that I try to sell the vehicle on my own, if they had to do so, they would take the first offer and that may not cover the entire cost of the car. I was then told verbally by Mrs. Thomas extention 5340 that if I found a buyer, that CPS would be willing to release the car title to the dealership and the dealership would then notify CPS of my plan. I went to a car dealership like a full on a Saturday explained why I was there, I was told then that they the car dealership did not know who CPS was, they had never heard of them and they would need something in writing from CPS explaining what the process would be. Saturday I stood at the car dealership and called CPS to verify what I was saying only to find out they were closed! On the following Monday I called and asked to speak with another supervisor a Mrs. Peters extention 3917 who explained that her colleauge Mrs. Thomas could not authorize a process without first directing me to their management. Mrs. Peters then asked that I send them a letter agreeing to pay the balance of the loan on the car and I did. The car dealership that was interested in purchasing my vehicle gave me 7 days to take them up on their offer and I explained this to Mr. S Peters at that time. I would call daily to see if I could in fact ger a letter before my offer would expire.By the 3rd day of my calling Mrs. Peters for an update she then advised me that I needed to ammend my letter and I complied. At this time Mrs. Peter's accused me of being aggressive with her and that my dilemma was not CPS's fault. I explained to Mrs. Peters that the customer services that I was receiving from CPS had totally frustrated me and at no time did I ever state that my issue was thier fault, but I wanted her know that CPS's way of responding to my very urgent request did not sit well with me. Mrs. Peters also explained during that call that CPS did not have to release the car title that they were not recieving the entire payment for. Please know, I understood this but this is not what I was told by Mrs. Thomas. I specifically asked in my letter that they fax or e-mail me something in writing agreeing to release the title to the purchaser. I explained to Mrs. Peters that I had to leave early on Thursday and would not be in my office on Friday so please send the letter before I left work, the one place where I could receive a fax or e-mail, and that never happened. After I made it home on Thursday I began receiving calls from Mrs. Thomas letting me know the letter was ready. I received a second call, this time from Mrs. Peters asking that I send them a fax number so they can send the letter. If this company was interested Need I say, I ignored the both of them at this point, I live an hour and thirty minutes from where I work. I found their behavior with me very insulting and unecessary. You should also know that the car dealership that purchased the car received a 15 day pay off amount and one week later I checked again and that amount had went up. I am happy to report that without any relevant help by either one of the two representatives mentioned above, the car has been paid in full. This company is a rip off, I thought the pay off price should have been lessor than what was actually due on the car since it was being paid off apparently not so in dealer ith this company.
