Charged gift card, never delivered down pipe, never refunded $, ordered 1/3/08

I ordered down-pipe for SR-4 dodge 1/3/08. Never received product. No communication. Have been requesting product or refund since 1st of Feb. KP motoring says "it's in the mail". Now when we call, the "accounts payable" person is not in and they don't know when he will be in.
