Charged $144.30 for an 8.3 mile Tow for illegal parking at apartment complex ripoff

The towing company towed my car from an apartment complex and when I FINALLY had someone there answer the phone they said the charge was $144.30 for the tow. This charge has nothing to do with any police tickets. The police department when phoned said they have NO jurisidiction on private property!
