Ripoff, held car for additional charges or will not delive

Contracted a signed agreement to transport car from NY to West Palm Beach Fl. For $675.00 delivered. This was charged in full on my Master card. When car arrived in Florida received call from their terminal and was told to give the driver $50.00 in cash or else they will not deliver the car. I agreed to get my car and received a receipt for the $50.00 paid to the driver. This was their method to get an additional charge which I did not agree to at the time the car was picked up in NY

This is a rip off that the ICC should know about since they carry a ICC license
