Need a Credit Card, Have a Checking Acct., We Will Scam You!

I received an offer in the mail for a interest-free gold credit card. All I needed to do was send $37.00 and I would receive my card immediately. I wrote the check on December 14 it was cashed on December 21 and it is now January 17 and I have not received my card. Is this not MAIL-FRAUD! Where is the authorities? If anyone has any idea how to get my money back I would be grateful.
