First national credit-guaranteed gold credit card rip off

I received notice of guarantee of gold credit card of $15,000 limit. The interest was to be free for one (1) year and then 12.9% plus apr.

I was asked to send $37.00 one-time membership fee. I sent this on december 1. I have tried contacting the company to no avail. I would like to know how to get a refund of my money, as there was a 30 day refund guaranteed.
