Ripoff, dishonest marketing, no cancellation policy

I was contacted by RX Fiancial by phone. They promised me a $ 5000 credit card with Visa or Mastercard. I was asked to record a verification over the phone for debiting $ 219 from my account.

I would receive a package with explanations as to how I could apply for a credit card. The credit card was 100% guaranteed just as soon as I received the package and signed it. I was told that I would receive the package before the amount was debited from my account so I could have ample opportunity to study it.

I was told repeatedly that I could cancel at any time and receive my money back. I scheduled a payment for approx. 2 weeks ahead. After giving it some thought, I decided to phone them a week before the payment would be debited from my account to cancel it.

I was imformed that I would only receive the package after paying and that I could not cancel but I could be partially refunded after making the payment. I am furious because I was tricked into buying something I have never seen. The payment will be debited on August 1. Can someone help me before then?
