There is a company called "Progressive Management Systems" (PMS) that calls people at random from many numbers (most often 1-866-767-9317) with an automated message looking for someone (usually a name you will never hear of, sometimes yours). They claim to be "collecting a debt" and would like you to respond to their "offer" they also give you an option to "opt out" (which never works and makes no sense that a collection agency would offer something like that unless they are a scammer).
If you do a search of "Progressive Management Systems" or "1-866-767-9317" you will find that there are tons of reports on telemarketing complaint sites listing them.
