After getting nonsense updates from PayPal finally I got this

But why? Their reason is bellow:

Why is my account access limited?
Your account access has been limited for the following reason (s):
26-Oct: Our system detected that multiple PayPal accounts contain registration information similar to yours. Our User Agreement allows PayPal users to have one Personal account and one Premier or Business account. To return your account to regular standing, we will need to confirm some of the information on your account.
(Your case ID for this reason is PP-001-530-350-111.)
17-Oct: In accordance with Indian regulations, you are required to add a PAN, purpose code and bank account in India to your PayPal account in order to receive payments and withdraw funds.
(Your case ID for this reason is PP-001-520-348-256.)
Why PayPal is nonsense?
1] Some else's name may match with me. Its too common.in fact same name but different person lives in front of my house (though he is a teen). If somebody else's name or street address etc matches with me then is it my fault?
2] I submitted my Govt Identity Proof. But PayPal didn't respond in regards of it and denied any appeal. If there were any duplicate account as they claim then they should ask for Identity proof of the 2nd person. But they limited my account forever.
3] How nonsense is PayPal! Even a kid too know that one person can't have multiple Govt Identification Number. Hence how come the duplicate account?
4] PayPal made PAN mandatory for Indian users in 2010. So every users did.in the month of September PayPal asked the PAN again. But the PAN was already their. PayPal's status remains "Awaiting your response". They are such a nonsense that they can't understand how one can provide his/her PAN again? When somebody tries to provide their PAN again, their automated system says "You have provided existing PAN".
By this way PayPal limited more than 2000 Indian accounts which have been reported to www.timesofassam.com.
Beware of PayPal.
