I was a business partner of the Rexroad, in the land development arena. Gary Rexroad was in charge of the financing of the land, which ultimately I discovered was like have the fox watch the hen house. Him having a weakness for the casinos didn't help either.
I discovered that he was falsifying documents (including forgery) to give to the banks showing that work had been completed on the projects, when in reality, none of the work had been completed. He did this in order to obtain draws from the bank. He then pocketed the money, or he would run and pay on the other projects he had ripped off, in order to keep those partners from filing suits against him.
He would just go from project to project doing this, which worked as long as the real estate market was strong. Unfortunately for me, the market took a dive and he wasn't able to go secure more financing on a new project so he could pay on my projects.
I obtained an atty to file a very strong case, but when he found out that the rexroad's assets were too well hidden, he bailed. The FBI was interested, but they were overloaded with loan fraud cases at the time, so they couldn't take it either. All the Rexroads were in cahoots on this. None of them were exempt from the guilty role.
