Pay pal account

I've been delivered a notice from pay-PAL concerning the costs this individual has been doing and that I don't possess a paypal account. I actually donot have a chedit card of any kind. Not really a bank atm withdrawl card. I'd the same as to understand that I'm NOT being billed these rediculous charges for anything I don't possess and also have no idea who this individual is... Thanks
