Mathew manning loan were they take the first payment from you and then never respond, they use western union

Mathew manning contacted me and he told me he had a loan for me that was termed for 24 mo. I sent him my dl & a utility bill. Then I was to send him my 1st months payment as he said they bill mo in advance. After looking corp up on BBB i did just that... After sending him 600, to a guy named Micheal Tuttle... He put h8im on c all regection... I now can not get a hold of him. After doing a google search on just him and his phone number I have relized he has done this a few times and it seams he has changed his corp name a few times. He
