Chase Bank Fees are a method of earning management - it is fraud

I am appalled at my most recent experience with Chase Bank. While I was in the hospital and unable to tend to my finances including physical obtaining funds to deposit for certain expected checks that were going to clear.in addition to the four checks, there were 15 small transactions made on the debit card which were all approved, as the funds were available. Yet, when the four checks came in after the 15 small transaction, which were large amounts, the Bank re-arranged the order that the transactions should clear so that the four checks cleared first which wiped out the account (as I was in the HOSPITAL) and unable to make monthly fund transfer from my investment account. Hence the charged a $35 fee on each of the small transactions and instead, took the money that was held for these transactions and applied them to the checks, knowing very well, that would result in a negative balance and maximize their fees they can charge. The charged me $35 19 times, while I was in the hospital. I spoke to numerous representatives who all had a different story as to why this all occurred and referred me to the rules and regulations.
Here is the kicker, I am out of the hospital and able to get around now, I took my check from the investment account in to the bank and deposited it. We were told it was available immediately and balance is positive. We go to the grocery store and were completely humiliated when our card was declined.
Why didnt they decline those 15 charges under the same situation? The only explanation is because they could no longer charge me a fee on it due to the pending check I just deposited.
This is fraud, misrepresentation, and earnings management. The consumer is left completely powerless and not a single individual I spoke to had a consistent story.
Oh and the company cares mission is absurd. They could care less that I was in the hospital and asked me if I had access to the internet in the hospital Excuse me? Would that be before or after the anesthesia?
Where are the consumer protectors of this contry!
