Did some digging around and found out the following:
LoanMod-Gov.net is privately registered (registered on 9-14)
http://whois. Domaintools.com/loanmod-gov.net
Hosting company is SlingshotHost.com though! SlingshotHost.com was registered in May... Very recent for a hosting company which means it's most likely a front.
More digging...
By using http://www.domaintools.com/reverse-ip / I found out that Creditcard-assistance-gov.info is also hosted where LoanMod-Gov.net is, on SlingshotHost.com
Since that URL looks very similar to the one in question we can safely assume it's owned by the same person:
