Ensuring late fees Nationwide

We always pay off our credit card with U.S. Bank. This month, 13 days after we sent the check, they have still not credited our account. I telephoned yesterday, and they said it takes 7-10 days (which is much longer than it used to take) to receive a check. This means that I had the choice of either getting a late fee, or paying the minimum online and getting charged for the loan.

This is new. It happened with an Amex card earlier this year. How can it take two weeks for a check to arrive?
