Bogus charge on my credit card

Phony cost on my Learn charge card # 6011-0001-1750-2686.

I called the organization IDPROTECT at 1-877-974-1563 and after hearing the prolonged recording I had been informed these were experiencing a sizable amount of calls and that I was directed to call-back in a later period and day. I did so this and obtained exactly the same concept numerous occasions. I don't need this cost of $19.95 to look on my Discover card regular. I visited the web site and may not look for a location where I really could stop this recurring cost. Please support.
