Ripoff Charged my visa card $79.95 without my approval ripoff fake offer of free report

When I received my Visa bill on 3/1/03 I was billed $79.95 from CIC*Credit Monitor SVC.

I contacted Visa, as they requested by letter but they refused to take it off my account. Visa replied by letter saying that the charge was pre-authorized for a service and can not be canceled except by the merchant.

I wrote to CIC*Credit monitor and I have received no answer. I called the number given and they said it would cost $1.99 per minute to talk to them.
