How do I understand this cost corrected?

JC Penneys includes a strategy with this specific title... However they don't cost for this whatsoever.
I mistook the cost to be from their store... And approached them to obtain the
Cost eliminated... However they advised me that THEIR PROGRAM DOESN'T HAVE ANY COST RELATED TO IT.
