I want it to be true, i believe in my heart they have scammed me

They have stated i have won $725.000.000, i only have to send in secured document: _x_ to confirm its me 16.00 money or cash, than they will send me out the money with no taxes taken. I want to know if this is true or fake. Before i send any money.
