Rip-off! Send money and get nothing

Got a Acceptance Certificate in the mail. Said I was Guaranteed Approval for a Consumer First Platinum Card with a credit line of $5,000.00.

Sent in $49.00 Rush processing and delivery fee, and got NOTHING!!! Someone needs to do something.
