I was sent a First Class letter stating I won $1,900, 000.00

I was sent a letter stating I won $1,900, 000.00. First, you need to send them back $ 19.99 for a report fee. This is the second letter I have recieved. I was scammed before & will not fall for this again. It says you can enjoy your winnings in as little as 3 weeks. Do not fall for this.!!! This has scam written all over it.
