Gave you hope, but just take your money and run and disappoint anyways

I was searching online in hopes to get assistance as they promised. They said one time fee of 19.95 and if you don't get approved, you get your money back. I needed the money to put a security deposit for an apartment and have money for gas and bills... What do you know. Complete scam. Why? How can they do that.
